Welcome to the STCAR Public Policy Home Page! The Public Policy Program is a service that is included in your STCAR membership. The director of the program advocates for REALTOR® issues and lobbies on your behalf. This is done by creating positive working relationships with area local government staff and elected officials. The program includes the monitoring of city and county local governments for regulation and ordinance changes, testifying on your behalf, being your primary contact to city hall, monitoring and providing updates to members on local, state and federal issues that impact your business, working with the Public Policy Committee to review issues and make recommendations for the REALTORS® Political Action Committee (RPAC) contributions. The program also provides the latest housing statistics for your review. |

Burnsville Amends Building Regulations Ordinance

Vacant buildings must be registered beginning January 1, 2009
On December 1, 2008 the Burnsville City Council approved an amendment to Title 4 (Building Regulations) of the Burnsville City Code adding Chapter 10: Vacant Properties. The "owner" of a vacant building will be required to register the property no later than thirty (30) days after any building in the city becomes a vacant building for as long as the building remains vacant. The owner will be required to pay a fee of $200 for the first year and $100 every year thereafter.
All registrations will include a description of the premises, complete contact information and the names and addresses of all known lienholders and any other parties with an ownership interest in the building. In addition, a new owner will be required to register or re-register the vacant building within thirty (30) days of any transfer of an ownership interest in a vacant building. Finally, a vacant building may not be occupied without an inspection and approval by the City for occupancy. Occupancy will not be permitted if there are property maintenance violations or if the structure is deemed uninhabitable by a city Building Official.
